Some states count elapsed days; others use calendar months or years. We distinguish “more than” from “at least,” and keep knowledge, vision, sign-recognition, and road testing separate. Longer lapses may introduce an additional test.

Account for alternatives and exceptions

D.C.’s approved course alternative, North Carolina’s temporary extension, county deadlines, and exact-anniversary ambiguities receive separate treatment. Your notice is added as a reported instruction. Medical reviews, test waivers, special credentials, and another valid license can change the process.
